Migrate https://github.com/Dr-QP/act_docker_images/ into this repo
Rework it to simply add moby-engine and iptables on top of existing catthehacker/ubuntu:act-XX.XX images

Constrain all CI workflows to files that concern them
Simplify CI/CD matrix to only use arch and derive runner image from it
Add pinning of colcon-mixin-repository back
Add github-actions to dependabot
