'Checkout component' button missing. 'Notes' field breaks layout #16407

This may be since v7. Users without superuser permission can't see button 'Checkout component', but can checkout items via 'Actions' drop-down list. Any info typed into 'Notes' field of component breaks layout - buttons take 100% of page width.
