What is this feature?
Adds the openSearchBackendFlowEnabled feature toggle to enable gradual rollout to cloud instances. More info in grafana/opensearch-datasource#192
Set it to Public Preview, since it's ready to start rolling out to prod instances.

Why do we need this feature?
Since we had some bugs rolling out the feature to all instances and had to revert, we'd like to do it gradually this time around
