Use Xcode 15 in CI jobs #1637

Goal

Bumps the test fixture build from Xcode 14.3 on macOS 12 to Xcode 15.2 on macOS 13.

One test scenario is now skipped on macOS pending PLAT-11936 and it fail on macOS 10.14.

Covered by a full CI run.
