This upgrades dependencies:

• Docker image base to manylinux_2_28: upgrade Docker image to manylinux_2_28 #38
• GitHub actions in GitHub workflow: upgrade versions of github actions in github workflow #39
• Wheels for up to Python 3.13 are now built
• The CI workflow is updated to facilitate the GitHub flow development workflow in this repo

Integrates a community contribution:

• max thread count limited to 16: Limit the maximal number of threads used by FFmpeg to 16. #33
