then thanks to Qgis (http://www.qgis.org) you can convert the file in GEOJSON (http://geojson.org/).

So now you can extrude and have a 3D file.
Then you want to have the right elevation. Again thanks to opendata you can download USGS elevation dataset (http://earthexplorer.usgs.gov/) (the GMTED2010 data) and convert it in Bil format again with QGis
Finally you can convert an address into coordinates using Nominatim (http://nominatim.openstreetmap.org/)
