Add respondError functionality on the Node level

The user should always get either a signature or an error. Only then we can remove the Signature request from the queue.
The only viable reason for an error instead of the signature is bad input parameters (bad key version, algo, etc.). It should be checked on the indexer level, each signature request that is reaching the MPC should get a response.
