Add alternate letterform for Latin Capital Letter Eng (Ŋ, U+014A) for African languages #804

The current form of Latin Capital Letter Eng (Ŋ, U+014A) at the Inter form family, looking like a capital N with a hook, is preferred only at Sami languages. I suggest to add an alternate letterform for Latin Capital Letter Eng (Ŋ, U+014A) that looks like an enlarged lowercase n with a hook, that is the preferred form for African languages by using the Character Variant OpenType feature or localized forms for relative African languages (such as Ewe or Wolof). Don't forget to keep the current N-form of the letter as the default form.
