Work with Bobray to spec out a feature to help with entering many countries

User story

Potential user story, we need to meet with Bobray to understand the exact needs better. This was discussed during all-hands:

As a staff member entering information about data sets in the DSS catalog, if a data set applies to all countries in a region, I would like to make the data set searchable by country name without having to manually enter every country in that region.

Acceptance criteria

• Have a conversation with Bobray to understand the requirements
• Write a ticket for this feature. Consider how this would work with data sets about historical countries (e.g. West Germany) or about regional areas (e.g. West Africa).
