Description

I believe this is occuring because of the way the UI is now displayed. These old areas of the site with popup windows have not been working
Make sure to check the edit template and then the specific section edit template as well.
Discussion (Copyediting) is a good example. You will need to edit this template and then click edit on the sub-templates (Request copyedit). Whereas Editorial Reminder just has the specific template

Preconditions : must be able to edit journal settings with multiple languages

Steps to Reproduce

1. Login with User/Role with access to Journal Settings
2. Navigate to Settings > Workflow > Emails > Add and Edit Templates
3. Select Edit on a template (examples to cover both scenarios, Discussion (Copyediting) and then on Editorial Reminder)
4. Select one of the other language options

Expected Result

The locale fields should be displayed and you should be able to edit them.

Actual Result

Nothing happens. Selecting the language doesn't give any user indicator that something is working.
