Description

The generic privacy setting is not being displayed when the journal specific privacy setting is empty.

Preconditions : This will require admin access and a journal with multiple languages.
Have a site wide privacy setting. Admin > Site Settings > Site Setup > Information > Privacy Statement
Empty the journal specific privacy setting in Journal Settings > Website > Setup > Privacy Statement (main language local empty)

Steps to Reproduce

  1. Navigate to the specific Journal Home page
  2. Select About > Privacy Statement

Expected Result

If the language local is empty from the journal specific privacy statement it should revert back to the default site-wide language policy statement if available.

Actual Result

The wrong locale privacy statement shows up (Video shows a German one but should be English)
