Reported by an user having luck on Wi-Fi but not on cellular. May even indicate an MTU issue, but the user reports that the endpoint is TCP.

User reports that the error persists despite disabling tls-auth.

This is casually fixed by using a constant packet timestamp, only set on first packet. Should timestamp change according to --replay-window? Unclear yet, review OpenVPN source.
