Feature Request: close an issue immediately if it does meet the requirements set by the repo maintainer

The Background

We want high-quality issues, so we created issue templates and wished the user would follow the template information, like the platform, version, reproduce steps, etc.

The Problem

Users always forget to read the requirements from the templates/README and submit a rough question or even just titles when creating the issue.

The Solution

It would be great if we could enforce the issue to provide all the information we need or close it automatically.

Ideal Use Case

For the Wechaty community, I'd like to have the following two steps to archive it:

1. We set a classifier for identifying whether this issue needs to be closed (followed all the template required questions)
2. If YES, close it, with an explanation & guidance posted to encourage the user to provide the required information and create a high-quality issue later.
