Github API Rate Limit Exception Notification Queue Renders VSCode unusable

I'm trying to migrate a large project to my online github repo but I rack up modal API rate limit notifications, which are subsequently queued, and must be individually dismissed, rendering vcode unusable, requiring a Windows taskkill operation. Reinstalling vscode has no effect since the issue is with github and the remote repository extension; the extension cannot be uninstalled due to the UI being locked by the modal notification queue; and deleting the .vscode extensions folder, leaves the notifications queued on the repo, reviving the issue upon reinstalling the extension and or vscode.
