Motivation

Since external communication would be time consuming, why not have OptunaHub pre-download only what is needed in Tunny and include it in the distribution package?

I think the commit hash should be fixed so that it does not deviate from Tunny's release.
On the other hand, from the user's freedom point of view, that should be able to be handled in the settings.
