CA: Backend Digicert API integration

Create a package that uses api token to call out and request Certs for hosts.

• Do an API request to validate the connection at config save/edit

Make the functions take the arguments that the Profile populator will use to request data matching the necessary profile generation.

Goal is to be able to test / get cert's independently then allow the profile generation functions to use this package to handle populating the profile before sending it to each host.
