Implementation

This is an update to the existing panel component to accomodate a fresh panel design, including:

An adjusted border radius of --space-small
An adjusted inner padding of --space-largest
Updated box shadows (see Update Drop Shadow Styles #1774)
The inner border between PanelHeader/PanelContent is no longer edge to edge
Updated border colors:
- Light Mode: --gray-30
- Dark Mode: No changes needed
