Is Your Feature Request Related To A Problem? Please describe.

Update GHA to use the latest Ubuntu and install mono for the build.

Describe The Solution. Why is it needed?

The ubuntu-22.04 runner will be deprecated eventually. We should ideally be on ubuntu-latest or ubuntu-24.04 to allow builds to be run on most up to date runners.

Additional Context

ubuntu-24.04 does not include mono by default, so we will need to install mono in it.
