Fixes

• Fixes "Toggle whiteboard" control icon & label do not match #18026

Approach

• For the "Toggle whiteboard" item in Controls settings page, replace the current "Hide whiteboard" icon with "Enable whiteboard" icon
• Add a new control item for "Show/Hide whiteboard"
