Minimal PHP Code Causing Issue

When using fractor with a EXT build by extension_builder 11.x the settings.yaml file has '---' in one line.
This leads to this error:

Multiple documents are not supported in "/html/typo3-composer/packages/decoder_db/Configuration/ExtensionBuilder/settings.yaml" at line 2
  (near "---").
