Vanity moved to python-packages

FYI @hugovk and @Nico-ehs I've just moved vanity to the python-packages organization. You should still have write access as members of the @python-packages/developers team.

Looks like we need to activate these tools for the python-packages/vanity repo with the python-packages org:
