[feature request] Moving ostringstream outside of internal namespace and make it public

Hi, I'm wondering if it's possible to move ostream outside of internal namespace for public usage?

I think it's pretty useful util class, which serves for better performance than STL stringstream implementation, and avoid memory copy when materialize into string (before C++20).
