Keyboard shortcuts do not work on a keyboard layout other than English

When switching the layout to Russian, keyboard shortcuts stop working. However, if you switch back, the combinations work

To reproduce. Steps to reproduce the behavior:

1. Server start command:

Is the default.

Is already the default.

I switch the layout by pressing CTRL + L_SHIFT, or L_ALT + L_SHIFT, or by switching through the WIN 10 tray. The result is the same.

I have tested on Windows 11 and Caps Lock does not interfere:

I apologize for my ignorance.
But using the Caps lock key in my case blocks the possibility of using keyboard shortcuts.
To test it, I installed Win11 Pro 24H2 + Xpra 6.3-r37576 as client and Xpra v6.3-r37540 as server on Debian 12. But it didn't change anything. Keyboard shortcuts are worked out only on the English layout, and only with the Caps lock not turned on.

Command on server side:

Question 1: could this be related to the Russian locale in the system?
