Add possibility to attach additional download buttons on dataset page via extensions

We want to be able to provide extra download button (similar how it is done on search page - see: search-include-footer-fragment.xhtml). Since in our case this button communicates with external system for to download data we cannot use standard mechanisms. Hence we want to use extension to achieve that.
