User accessing a dataset via anonymized private URL should not be able to export metadata

Although the button for exporting metadata is not shown when there is only a draft, it IS visible when there is at least one published version of the dataset.
So plain and simple: regardless of the existing versions, we should not show the "Export Metadata" button on "Metadata" tab when the dataset is accessed via anonymized private URL.
